Salary Ratio Calculation

Write a query that calculates the ratio of the minimum salary to the maximum salary within each department.
he output should include two columns: 
  - DEPARTMENT - the name of the department
  - SALARY_DIFF_RATIO - the calculated ratio of salaries
The results should be sorted by SALARY_DIFF_RATIO in descending order. In the event of equal ratios, sort by the name of the department.
